Après les ISO...

Voici le SA-8000

Si vous souhaitez intéresser votre voisine de table un midi, voire impressionner vos concurrents, ne leur parlez plus de la norme ISO. Même de "l'environnementalement correct" ISO 14000! Dites plutôt que vous pensez passer le SA-8000! Comme la quasi unanimité des personnes que nous avons interrogées sur le sujet dernièrement, ils feront probablement la moue de celui qui ne sait pas de quoi vous parlez.

Pourtant, les accréditations SA-8000 ne sont pas une nouveauté. Elles existent, surtout aux États-Unis, depuis environ trois ans. Mais au Québec, même parmi les initiés, il est exceptionnel de trouver un professionnel sachant de quoi il s'agit. De quoi s'agit-il justement?

Dans ce code, la signification du SA parle d'elle même: Social Accountability. Le Council on Economic Priorities-Accreditation Agency (CEP-AA), l'organisme américain reconnu dans le domaine, basé à New York, accrédite ainsi des entreprises qui possèdent un "Code de conduite" basé sur une éthique sociale particulièrement développée:

3.       health and safety
4.          compensation
5.          working hours
6.          discrimination
7.          discipline
8.       free association and collective bargaining
9.          management systems

Le SA-8000 est-il destiné, comme les normes ISO, à devenir d'abord un élément accordant un avantage concurrentiel pour une entreprise, pour ensuite devenir un nouveau standard des économies développées? Le concept est assurément encore trop marginalement connu pour s'avancer quand à la deuxième possibilité. La consultation du site Internet (www.cepaa.org) permet d’ailleurs d'apprendre que l’organisme en est encore au stade de la construction de celui-ci!

Et on y apprend que seulement trois entreprises auraient le statut d’Accredited organizations, en date d’avril 99:

  • SGS-ICS Ltd.;

  • DNV [Det Norkse Veritas] et

  • BVQI).

Alors que 15 entreprises, dont plusieurs en Chine, étaient des Certified organizations, en date de mars 99:

  • Bowa Toys Manufacturing, Zhongshan, China;

  • Keyhinge Toys Vietnam, Danang, Vietnam;

  • Tsuen Lee Metals & Plastic Toys, Shenzhen, China;

  • Tri-S Manufacturing (China), Dongguan, China).

Mais avec l'importance que prend l'image corporative et la puissance des nouveaux médias planétaires, gageons que la première possibilité n'est pas très loin de se réaliser! Aucun Canadien ne siège au Conseil d’administration de CEPAA, composé de vingt personnes donc une moitié d’Américains.

Certification and Accreditation

The SA8000 system for verification is based on professional certification and accreditation processes, which increase objectivity and quality control. Certification of compliance with SA8000 means that a facility has been examined in accordance with CEPAA auditing procedures and found to be in conformance with the standard. Certification auditors look for objective evidence of effective management systems, procedures and performance that prove compliance with the standard. In addition, certified facilities are subject to semi-annual surveillance audits. Once certified, a producer is entitled to display the SA8000 certification mark and thereby use it as a selling point to customers and shareholders.Accreditation must first be granted by CEPAA before a firm can perform SA8000 certification audits. Accreditation is a process similar to licensing, wherein CEPAA evaluates an applicant certification firm’s capability to thoroughly audit a workplace for compliance with SA8000. This process includes an audit of a company’s policies, procedures and documentation, a witness audit and periodic reevaluations, or surveillance audits.
